Menasheof was born in 1958 in Isfahan, Iran. He attended Ettehad Jewish Alliance school in Isfahan, and made Aliyah to Israel in 1979.
Menasheof finished his bachelor's degree in Philosophy and Jewish thought in 1986 at the Hebrew University of Jerusalem. During his time in Jerusalem he became a student of Professor Yeshayahu Leibowitz, among others, and was among the selected few who attended his home every Saturday night.
